Consent

A freely and voluntarily given agreement to engage in the sexual contact or penetration at issue that can be withdrawn at any time, made by a person with the capacity to consent, and expressed by words or action. 

Inaction, including passivity, immobility, or the absence of verbal or physical resistance, is not sufficient to constitute consent. 

A withdrawal of consent must be communicated by words or action.
